Whelan is Liverpool born, but has links to the Somerset area, having attended Millfield School. In March 2014, he captained Millfield School's side in the Independent Schools FA Cup Final, scoring twice in a 6-1 win that saw them win the trophy. For the 2014-15 season he signed dual registration forms with Verwood Town and Poole Town. Whilst initially playing for Verwood, he began to break through into the Poole side during the final two months of that season.
His early promise for Poole as a 19 year old meant that Salisbury signed him up in August 2015. He spent three seasons at the Raymond McEnhill Stadium, where he was a near ever present as part of a side that finished as Wessex League Champions as well as making the Southern League Division One South and West play-offs a year later. During his third season, Salisbury won promotion again, with Whelan heavily involved.
During the summer of 2018, Whelan left Salisbury and joined then League Two side Bury for their pre-season friendlies in the hope of earning a professional contract with them. That didn't turn into anything concrete and in late August he returned to Salisbury to start a second spell, playing for the majority of the 2018-19 season as Salisbury finished 4th in the Southern League Premier South division.
Salisbury listed Whelan as part of their Released players in mid-June 2019, although views from Whites fans at the time were that they expected the midfielder to be attempting a second move to play for a team higher up the pyramid. Manager Darren Sarll said at the time of his signing:
"What we didn't have was an influential midfield player and he fits the role and the way it's played. He had ringing endorsements from Bury but he's also young without being wet behind the ears, so he has the hunger, that ambition and that drive to become someone and something. When you marry that with guidance and direction that can be quite a dynamic connection."
Whelan put pen to paper for Yeovil Town on July 26th 2019, following a trial in pre-season. He signed a one year contract at the club, keeping him on their books until the summer of 2020, although there is an additional one year option on the club's side, should they wish to exercise it.
